The ELD Mandate: Improving Safety Through Technology

The ELD Mandate goes into effect when the AOBRD grandfather provision expires, December 16, 2019. At this point, Phase 3 of the ELD Rule begins. Drivers and Motor Carriers subject to the ELD Rule must use ELDs registered with the FMCSA to remain compliant.ELD Implementation Timeline

How do ELDs Work?

ELDs synch with the CMV engine to automatically record:

  • Drivers Hours of Service (HOS)
  • Location
  • Duty Status
  • Engine Power Status
  • Vehicle Motion Status
  • Identity of Driver/User, Vehicle and Motor Carrier
  • Advanced Telematics

Drivers use ELDs to certify that their Record of Duty Status (RODs) are complete. Edits can be made to the data and if necessary, notes about why the changes were made can be input into the system.

During inspections, drivers can transfer their eRODs directly to the safety official via bluetooth, web services or email. The safety official then reviews the ELD file for potential HOS violations.

Who is Subject to the ELD Rule?

To find out if you are required to transition to an ELD, visit the Driver and Motor Carriers section of the FMCSA website.

How do I know if my ELD provider is self-certified with the FMCSA?

Self-Certification is the process an ELD provider follows to tell the public and the FMCSA that the solution offered is compliant with all of the guidelines outlined in the ELD ruling.

You can view the list of Registered ELDs here.
